I have been working on a new website for the Folk Society using Weebly, I thought I would rough one in for EH!
I believe it can evolve into a working website.  Weebly is a relatively easy to learn drag-and-drop web page designer with a ton of features and addons.

It is possible to work on pages that don't show until they are ready.

At the moment this is the free version. The range of paid plans is laid out here.
